It is the 2c Thomas Jefferson coil with MT. PLEASANT IA city type 81A overprint PSS 1055-81A (743). The 1961 rotary press stamps are what specialists identify as small holes dry printed with yellow gum* and perf. 10 vert. Completing the 2¢ precancel Bureau city type coil set is difficult in MNH. There are 191 different city overprints! *In 2015 Scott Catalogue renumbered certain Liberty Issue stamps. This is the new Scott number 1055a. The old number was 1055s. The 2c precancel paid domestic Third-Class Single Piece until Aug. 1958. Jefferson also met the Third-Class Bulk Rate and other usages through the 1960s. Mint never hinged Bureau of Engraving and Printing (BEP) precancels are uncommon when compared to used. There is renewed interest in mint never hinged precanceled USA material from this era. Liberty Issue and earlier precancels are not priced in Scott. According to Scott Catalogue precancels are listed only if the precanceled stamp is different from the nonprecanceled version, or if the stamp only exists precanceled. Read to learn more about this scarce variety, which was the third of the 2c Jefferson precancel types. Dry print precancel coils were first printed on the new Huck Press in 1956. Earlier wet printings had been on the old Stickney Press, which was being replaced. Eventually the BEP was able to print and perforate the coils on new Huck equipment creating dry prints with new smaller (Huck) holes like this pair. The minimum print order from the BEP for a precancelled city coil was 250,000 stamps so quantities were initially available to permit use holders. There was a problem though. At the time of this printing, it was illegal for collectors to purchase precancels without a precancel user's permit. Few dealers or collectors could meet this requirement so the precancels for collectors were often devalued by soaking them in water to remove the gum.
