It emerged from a political and ideological debate over the legality of slavery in the proposed state of Kansas. The conflict was characterized by years of electoral fraud, raids, assaults, and murders carried out in the Kansas Territory and neighboring Missouri by proslavery "border ruffians" and retaliatory raids carried out by antislavery "free-staters". According to Kansapedia of the Kansas Historical Society, 56 political killings were documented during the period, and the total may be as high as 200. It has been called a Tragic Prelude, or an overture, to the American Civil War, which immediately followed it. The conflict centered on the question of whether Kansas, upon gaining statehood, would join the Union as a slave state or a free state. The question was of national importance because Kansas's two new senators would affect the balance of power in the U.S. Senate, which was bitterly divided over the issue of slavery. The Kansas–Nebraska Act of 1854 called for popular sovereignty: the decision about slavery would be made by popular vote of the territory's settlers rather than by legislators in Washington, D.C. Existing sectional tensions surrounding slavery quickly found focus in Kansas. Charles Sumner (January 6, 1811 – March 11, 1874) was an American lawyer, politician, and statesman who represented Massachusetts in the United States Senate from 1851 until his death in 1874. Before and during the American Civil War, he was a leading American advocate for the abolition of slavery. He chaired the Senate Foreign Relations Committee from 1861 to 1871, until he lost the position following a dispute with President Ulysses S. Grant over the attempted annexation of Santo Domingo. After breaking with Grant, he joined the Liberal Republican Party, spending his final two years in the Senate alienated from his party. Sumner had a controversial and divisive legacy for many years after his death, but in recent decades, his historical reputation has improved in recognition of his early support for racial equality.
