During the Revolution, the birth of the department of Loir-et-Cher was laborious and difficult. In its report of September 29, 1789, the Constitutional Committee had planned to assign one of the 80 departments to the city of Blois. But the claims of the neighboring cities are revealed, first of all the chief towns of generalities: Tours and Orléans. Within the department itself, Montrichard turns towards Amboise and Tours, Saint-Aignan wants to join Berry and Salbris to Vierzon. Finally, Orléans abandoned a large part of Sologne to Blois while retaining Beaugency, while Tours refused to cede Amboise.
