They were sealed and I opened it to take pictures, it was like a waxy paper. It stuck to the license plate. The paper that was between the two license plates was also stuck to them. I am not sure if they got damp or if moisture got in the building or not. I don’t want to mess these antique tags up so I got off what I could and left the rest on it. I will leave that to the buyer. I don’t believe these have ever been on a vehicle. We found these in the back of a building in an estate we cleaned out. Please refer to all pictures and feel free to ask questions.
