Uniformed troops surrounded Haiti's President Francois Duvalier yesterday and additional armed soldiers occupied rooftops commanding the area in background as Duvalier left after dedicating a new tax building near his Port-au-Prince palace. It was the first time in 12 days that President Duvalier had ventured forth from his heavily guarded palace to make a public appearance. His foes within Haiti have threatened to kill him before this week is out.
