It is Unsigned, and is circa 1960's. Well made dimensional brooch has a silver tone setting with a bow that has tiny clear multi-faceted rhinestones. Brooch measures approximately 2 1/8" across x 1/2" depth and weighs a relatively hefty 1.0 oz. It has a locking rollover C clasp in working condition.
