The ensuing international development intervention is then discussed, how it felt to some communities like a new invasion, as well as the transition to formally recognized local government. The second half of th shifts to issues within the new civil society that have been significantly affected by the shift, including gender equality, an overabundance of work-seeking youth, urbanization, linguistic identity, and rural-inclusive governance.
