There have been other examples of faulty paper used in this issue. Most likely, after it was used, still with two paper layers intact, and the appearance of a normal stamp, a collector soaked the stamp off the envelope for his collection. In that process the top layer (with most of the image) separated from the bottom part. We are left with this bottom part. Amazing! This is a wonderful philatelic oddity with a very interesting story!
