After discussions among the Ministry of Foreign Affairs, the Ministry of the Army, and the Council of Political Affairs, they decided to create a new set of medals. Through extensive deliberation and repeated revisions, they submitted the new "Regulations for Medals" to the court. The proposed medals included five categories with nineteen ranks in total.The first type, the "Grand Treasure Medal," was designed for the emperor, following the style of the emperor's court attire. The other four types were the Yellow Dragon, Red Dragon, Blue Dragon, and Black Dragon medals, drawing from the ancient legend of Fuxi, who used four-colored dragons to symbolize official ranks. This set of medals was known as the "Four-Color Dragon Medals." The Yellow and Red Dragon medals were specifically for the royal family, while the Blue and Black Dragon medals were awarded to officials. Additionally, there were accompanying ribbons and medal lists.The "Regulations for Medals" provided detailed specifications on the ranks of the medals, how and when to wear them, and guidelines for wearing multiple medals. The court approved and implemented the regulations on the day they were submitted. In fact, the first batch of medals had already been sent to Austria for production two months earlier, designed by the Ministry of Foreign Affairs.Unfortunately, by the time the medals were produced, the Qing Dynasty had been replaced by the Republic of China. The "Four-Color Dragon Medals" were never issued and became obsolete. Nevertheless, this marked the beginning of China's medal award system, making these medals precious and rare.
