MASTROFSKI is Assistant Professor of Administration of Justice at the Pennsylvania State University. He has written on police behavior, agency performance, and contemporary reform efforts. His publications include Basic Issues in Police Performance (1982, coauthored), articles and book chapters evaluating neighborhood policing strategies, polic agency accrediation, and the role of elected officials in governing police.
