The box doesn't actually mention that the eyes should move, however, given it's name I would certainly think they should, however, they do not. I do think that if the "try me" batteries are replaced this may actually make a difference, I also have the Gemmy mirror for sale and this only talked until I swapped the try me batteries, then it lit up/image appeared and worked properly, so they might just not have enough left in them to have him fully function, unfortunately he is zip tied in the box and I can't access the battery compartment to confirm this, so he is being sold as is.
