Depicts Sir Francis Burdett, 5th Bt (1770-1844) making an extravagant speech against the war. Charles James Fox (1749-1806) Fox holds up the list of 'Ministerial Crimes and Misdemeanours' and is supported by Richard Brinsley Sheridan (1751-1816) and John Horne Tooke (1736-1812) who wears a bonnet rouge.
