A total of 47 units were built between 1953 and 1961 through modifications of the Class C59 steam locomotive, carried out at JNR’s Hamamatsu and Koriyama works. Of these, 39 Class C60 locomotives were built by modifying pre-war Class C59 units (C59 #1 - #100) and were assigned numbers #1 - #39. Additionally, 8 Class C60 locomotives were built by modifying post-war Class C59 units (C59 #101 and above), and these were assigned numbers #101 - #108.
