No place, 2005 September 9. Memorandum-style letter with no addressee. In full: "RE: Pine Tar Game ruling. My feeling is that the rule was put in to prevent the spoiling of balls. The clubs were losing a lot of balls because the pine tar was getting on them, and they'd have to be thrown out in batting practice and everything else. So they put the rule in and put a limit on how high the pine tar could travel. The pine tar had nothing to do with the ball going out of the ballpark. I don't even think that the ball touched the pine tar part. I hated to overrule the umpires, but in my opinion we should follow the intent of the rule and the spirit of the rule, not the strict ruling of the rule. The intent of the rule had nothing to do with affecting a home run or affecting a ball that was hit that didn't even hit the pine tar. Sincerely yours". Lee MacPhail, elected to the Baseball Hall of Fame by the Veterans Committee in 1998, followed his father Larry MacPhail, also a successful baseball executive, into the Hall. Lee MacPhail was Director of Player Personnel for the Yankees, 1948-1958, during which time the Yanks failed only once to win the pennant. Moving on to Baltimore as President and General Manager (1958-1965), he helped turn that franchise into a winning dynasty. One of his last moves there was to pull off one of the greatest trades in baseball history, sending pitcher Milt Pappas to Cincinnati in exchange for future Hall of Famer Frank Robinson. Next MacPhail returned to the Yankees as G.M., before capping his career as American League President (1973-1983) and president of the ML Players Relations Committee. In the celebrated "pine tar" game (1983), MacPhail overruled home plate umpire Tim McClelland, who had voided a home run by Royals star George Brett after Yankees manager Billy Martin pointed out that the bat had more than the allowed length of pine tar on its handle. The League subsequently amended its pine tar rule, but for the reason MacPhail outlines above. The new rule (10c) states that a pine tar protest must be lodged before the play not after. In any event, replays of the "pine tar" incident will never cease to entertain, with Billy Martin lodging the protest, George Brett charging the umpire, Royals pitcher Gaylord Perry attempting to sneak the bat off the field, and four Royals kicked out of the game. When the ninth inning was replayed after MacPhail's ruling, the Royals prevailed. The Yankees played several players out of position in protest. Stray ink spots to right of signature.
