These are the terminal plate to goes BENEATH the large tower and the top end of the 456 Coal Ramp.They allow you to connect the wires from the controller to the accessory with the traditional Fahnstock clips. These NEW OLD STOCK parts are FACTORY REJECTS!!! As you can see, the machine forming the clips was breaking / shearing them off too short on a repeated basis. So...did Lionel scrap these parts? NO - OF COURSE NOT - They went to Madison Hardware!!! Now I am the trusty custodian of them, and wish to share these riches with you. By selling these in lots of two - I provide you with all the parts to be able to 'Frankenstein' them into a single, complete, correct assembly. The only question is whether or not you can remove the rivets holding the clips to the fiberboard in a manner so you can re-stake them...or you'll need to find an alternate rivet to finish the task.
