This is the 1828 one batzen or ten rappens billon coin issued by the Canton of Vaud. The obverse of the coin shows the canton of Vaud Shield which is white and green and has the words "Liberty et Patrie" on top within springs and having the legend "Canton De Vaud 1828" surrounding the shield and the denomination below it. The reverse shows a wide cross within a fancy and highly decorated quatrelobe design. There is the legend "LES CANTONS CONCORDANTS DE LA SUISS" surrounding the design and the letter "C" in the center of the cross. The coin is listed as KM 20 in Krause Standard Catalog of World Coins and should weigh about ~2.4 gm and is ~25 mm in diameter.
