(I believe it to be a bicycle license plate, I could not find another example.) The license plate does not lay flat. The license plate has bends, dents, scuffs, paint loss, paint fading, surface rust, and other imperfections. The plate has a noticeable horizontal bend as well. The license plate is solid, made of steel, and measures 5 inches by 3 inches. Although not in great condition, it's still a pretty rare and old plate. It's a great plate if you're a Penn State fan!
