In 1905, the New York City government was controlled by the Democratic Party and its political machine known as Tammany Hall. In January, Superintendent of Buildings Isaac A. Hopper issued an order requiring that a special type of safety clutch manufactured by the Pratt Elevator Safety Company be installed on all New York City elevators. The order would have produced a huge windfall for the company. Homer Davenport was chief cartoonist for William Randolph Hearst's New York Journal.
