Since it is water soluble, both are liquid it disssolves very easy in. If adding to cream normally there is water in it so it will normally dissolve in a cream. If you add to an oil you may need to premix in a small amount of water or aloe and ad to oil keeping in mind you might need to add polysorbate 20 to get oil and water to mix completely.
