It is a vintage piece from the 1970s to around the 1980s. It is a silver toned pin that is a figural man holding onto a lamp post leaning over and he appears to have a tuxedo on, top hat along with a cane. This pin was originally used as a tie pin or tie tack but it can be used as a lapel pin or a hat pin if your heart desires. The item is small and measures approximately 3/4" long x 7/16" wide. It has the original clutch or pushback that is working appropriately. Conditional issues are surface scratching and metal wear. This is a fun, interesting piece that was worn as costume jewelry for celebrations and especially at Halloween. It always gave us a Mr. Fred Krueger kind of vibe and was always commented upon when worn.
