The check is likely from the time of the so-called House banking scandal, which broke in 1992, when the House of Representatives allowed its members to overdraw their House checking accounts without the risk of being penalized. Ultimately four Representatives, a Delegate and the Sergeant at Arms were convicted of wrong-doing. Payment due within four days of purchase.
