It is a conversion kit, it's meant to convert a currently issued kit to something that is not readily available. It is factory sealed bagged kit from the 70s and is in perfect condition. The bag is intact and very nice for a 40-50 year old kit. I'm not sure if this is re-issue or an original release. Here's your chance to add a very nice SEALED BAG!
