The item is used and has some tarnish to the chrome and inside the slots. The item does lock down when levers are pushed down, otherwise the item has not been tested. Please look at the pictures for the overall condition. We were told the item works but are not able to test it with the cord's design for 208V. Since we cannot test it we will offer free returns.
