Description: BILL CLINTON Four weeks before his reelection, the President signs this photograph to a retired Republican NYC Congressman. Photograph inscribed in calligraphy: "To Seymour Halpern/Best Wishes" and signed: "Bill Clinton/10-9-96" as President. Color, 8x10 overall, image 5½x7¾ (one surface). SEYMOUR HALPERN began collecting autographs as a child. A former staff assistant to Mayor LaGuardia, he represented Queens in Congress from 1959-1973, one of the few Republicans elected from New York City. Halpern, who did not seek reelection in 1972, died on January 10, 1997, at the age of 83, three months after President Clinton autographed this photograph for him. On the day the President signed this photograph, he also signed the Federal Aviation Authorization Act, the Helium Privatization Act, the Veterans' Compensation Cost-of-Living Adjustment Act, the Veterans' Health Care Eligibility Reform Act, the Veterans' Benefits Improvements Act and the Railroad Unemployment Insurance Amendments Act and proclaimed October 9, 1996 as Leif Erikson Day. Slightly creased, 1 barely touches the last "n" in Clinton. Ink smudges at date and last "l" of Bill (probably from the President continuing to write before the ink was dry). Overall, fine condition.
